Circular Economy-Based Waste Management in Ponorogo from the Perspective of Jasser Auda’s Maqāṣid al-Sharīʿah

Abstract

Waste management at the regional level remains confronted with structural problems marked by high waste generation, weak sorting practices at the source, and the persistence of a linear collect-transport-dispose pattern. Ponorogo Regency has developed several instruments that reflect circular economy principles, including waste sorting facilities, organic waste processing, community-based recycling practices, and a recycling center. However, these instruments have not yet established an integrated closed material flow capable of reducing residues optimally. This article analyzes circular economy-based waste management in Ponorogo and examines its implications for public welfare from the perspective of Jasser Auda's contemporary maqāṣid al-sharī‘ah. This study employs a qualitative field research approach. Data were obtained through interviews, observation, and documentation involving local waste management actors. The findings show that circular economy practices have emerged through sorting, composting, recyclable material utilization, and residue reduction, yet implementation is constrained by mixed waste, low public participation in source separation, limited technical capacity, restricted recyclable materials, and economic benefits that remain disproportionate to operational burdens. From Auda's systems-based maqāṣid perspective, the policy orientation reflects purposefulness, but wholeness, openness, and interrelated hierarchy require stronger realization. The study concludes that circular waste management in Ponorogo must be strengthened through upstream-downstream integration, institutional adaptability, public participation, and sustainable economic value creation.
